After completing his B.A. in Language and Communications Sciences at the Université Laval, Jean Leclerc obtained a Master’s in Public Administration from the École nationale d’administration publique (ÉNAP), and then a Specialized Graduate Diploma (DESS) in Public Relations from the Université Laval. He has been accredited in public relations since 1986 and speaks French, English, Spanish and Italian.

He worked for many years as a senior communications consultant and manager (communications and public relations), using experience and skills acquired in a number of Québec government ministries and organizations. Jean has a total of 32 years’ experience in media relations, national and international event planning, advertising, promotion and, lastly, the development of communications plans (strategies, techniques and means). He has also worked in Ministers’ offices.

The following are a few examples of his accomplishments: change management for a communications department; creation of information centres; improvement of customer services; restructuring of a department; on-site training; partnership among Québec and New England universities; organization of international missions; and various mandates with Québec delegations abroad.

He is a dedicated educator who has developed a number of training programs, including press conferences, customer services, and official protocol and ceremonies. He is currently passing on his knowledge to the next generation as a distance-learning lecturer with the Université TÉLUQ. Jean, who is always very involved, also serves as a commissioner on the institution’s studies committee.
